National Science Council (NSC) launches "Subsidy for Founding International Research-Intensive Centers of Excellence in Taiwan" to attract the world's Top 50 universities, excellent laboratories and world-class R&D institutes to set up research center in Taiwan. On 26th, Jan, 2011, NSC announced the establishment of 3 I-RiCEs, one of which is the result of dedicated collaborations by researchers from National Yang-Ming University (NYMU), National Chiao Tung University (NCTU) and University of California, San Diego (UCSD).

Dr. Yan-Hwa Wu, President of University System of Taiwan (UST) serves as the Chief Principal Investigator (PI), with Dr. Kung-Yee Liang, President of NYMU, and Dr. Chin-Teng Lin, Professor of NCTU, as the Co-PIs of this newly established I-RiCE, to lead research on molecular, cellular and integrative bioengineering and neural engineering.

UCSD Representative, Prof. Shu Chien pointed out that UCSD is the seed of research in biomechanics which has now flourished world-wide. The UST has long-term cooperation with UCSD in research on biomedical engineering, and both parties highly appreciate the visionary funding program supported by NSC. The founding of I-RiCE not only raises our biomedical engineering research caliber but also improves our international visibility and competitiveness.
